School boy run over by bus

PASIGHAT, Dec 04: In yet another bizarre incident of road accident, a school boy named Sanu Kumar, son of Pancha Shah was crushed to death by a speeding APST bus today afternoon at Sawmill area near Central Jail here.  Sanu Kumar was a class VI student of Govt. ME Lal Bahadur Shastri School.

The accident occurred when the boy was returning from school and about to cross the road. The incident left the traffic standstill for a while as several people gathered on the spot.  From Maksam Tayeng

 

Let media be the mirror of society: Sena

ITANAGAR, Dec 04: “Let media be the mirror to see and show as to how the tribal society of Arunachal Pradesh has been marching ahead for a better tomorrow,” said Agriculture, Horticulture, Dairy Development and Animal Husbandry Minister Setong Sena.

Though Sena had inaugurated the 30-year celebration of the Arunachal Press Club on November 25 last, he managed time from his busy schedule today to visit the APC premises to keenly watch the photo exhibition – Triumphs & Tears – organized jointly by the CCRD, APC and Arunachal Pradesh Union of Working Journalists as part of the celebration, that concluded Monday. The photo exhibition is pictorial proof of the growth of the media while depicting the impact of the trials and tribulations it experienced since the birth of first newspaper, Echo of Arunachal, on February 20, 1988, Sena commented.

Accompanied by senior journalist Pradeep Kumar, OSD Nalong Mize and National Youth Project-AP president Hari Pado Biswas, Sena keenly studied most of the photographs during his hour-long stay.  

 

APSPCB resolves to preserve pristine environment

ITANAGAR, Dec 4: The 11th Board meeting of the Arunachal Pradesh State Pollution Control Board (APSPCB) was held here today.  The meeting show a healthy presence of the board members deliberating on various issues of the Board. They envisaged to bring the Board at par with other boards of the country in controlling and abatement of pollution in a bid to preserve the pristine environment.

The members from GRU, NERIST, secretaries of various departments and non-members were also present in the meeting. The members present resolved to create awareness on solid waste management, plastic waste management and asked the Board to strictly regulate the polluting industries in the state. The periodical inspection should be carried out in the state to check pollution activities, the members felt, according to an official release.

 

Podi Barbi greetings

ITANAGAR, Dec 04: The Governor of Arunachal Pradesh General (Retd) J.J. Singh and Chief Minister Nabam Tuki have extended warm greetings and good wishes to the people of Arunachal Pradesh on the auspicious occasion of Podi Barbi to be celebrated on Wednesday.

World Disabled Day

ITANAGAR, Dec 4: All Arunachal Pradesh Handicapped Welfare Society (AAPHWS) celebrated the World Disabled Day in a befitting manner at Nirjuli on December 3.

Addressing the gathering on the occasion, AAPHWS chairman Jumo Siki informed that India is a signatory to the Declaration on the Full Participation and Equality of People with Disabilities in the Asia Pacific Region. India is also a signatory to the Biwako Millennium Framework for action towards an inclusive, barrier free and rights based society.  He highlighted various measures taken by the State and Central Govts for well-being of the differently abled persons. Siki further hoped that the state Govt will implement various schemes meant for the disabled persons.

 

Schools inspected amidst teachers’ pen down strike

AALO, Dec 04: West Siang DDSE Tomi Doke Lendo inspected 16 Govt. Primary, Middle, and Secondary schools located in the periphery of Aalo town and found all the SSA teachers of those school doing their duties properly. Instead some regular teachers of Jomlo Farm Primary School were absent from duties for the last many days.

Some Schools of Aalo were found closed after 12 noon. All the teachers have been advised to work sincerely as Govt has appointed High Power Committee to look into the demand for regularization of SSA teachers.

Meanwhile, the DDSE has issued circular to all BEO’s/BRCs/CRCs to submit reports of absentee teachers in time so that the ‘No Work, No Pay’ can be implemented without delay.

The DDSE visited various schools at Eyi, Logum Jini, Biru, Jomlo Farm, Pangkeng, Jomlo Bari, Jomlo Mongku, Penssing, Hissam, Aalo Bazar, Dego, Hiker Gumin, Gumin Nagar, Pakam, Rigo, and P.I.Colony.

The main purpose of the visit was to inspect the teachers, particularly SSA, whether they are on pen down/tool down stike or not. DIPRO

 

Workshop for small tea growers

ITANAGAR, Dec 04: One day workshop on risk mitigation strategies for Small Tea Growers was conducted by Indian Institute of Plant Management (IIPM), Jorhat and Confederation of Indian Small Tea Associaiton (CISTA) at Bordumsa today.

The workshop was attended by 70 small tea growers of Lekang, Bordumsa and Kharsang with full enthusiasm.

While addressing the participants, Bordumsa ADC Kento Riba expressed his gratitude to IIPM Jorhat and CISTA for organizing such useful workshop at Bordumsa and appealed the participants to reap the benefit of the workshop in enhancing their skill in tea cultivation.

Rongman Bhuyan, Project Officer, IIPM Jorhat, dwelt in length on Risk Management Strategies for small tea growers through PowerPoint presentation.

The workshop aimed at helping the small tea growers in making decisions regarding investment and lending capital, educating the tea growers on budget and financial planning and other scientific ways to make the venture more productive and financially profitable.

Bordumsa ZPM SN Singpho, Secretary of CISTA Karuna Mahanta, Somu Lingi of Roing and Dangeng of Lekang were present in the workshop.

 

Block level Cong Seva Dal training held at Menchuka

ITANAGAR, Dec 04:  A four days block level Congress Seva Dal training was successfully held at picturesque Menchuka of West Siang district recently. Defying the extreme cold weather, altogether 200 Seval Dal activists participated, said a release. Govt urged to strictly follow NIT procedure

ITANAGAR, Dec 04: Claiming that many departmental works and supply order were carried out without conducting notice inviting tender (NIT), All Arunachal Youth Association (AAYA) today in its representation to Chief Secretary urged the government to strictly follow the NIT procedure to ensure effective and quality works. It also claimed that despite huge financial assistance sanctioned by the Central Govt under various schemes/ projects, none of the departments invite tender for competitive bidding for the implementation of the projects. It further said works like office, road and vehicle maintenance and procurement of supply materials should be executed through NIT as per guidelines.

 

Society satisfied with Govt action

ITANAGAR, Dec 04: The Gyamar Welfare Society (GWS) today expressed satisfaction over the successful arrest of all the accused involved in brutal physical assault on Koloriang circle officer on Nov 13 last. Lauding the deputy commissioner and superintendent of police for arresting the accused, the Society said that authority may conduct a magisterial enquiry at the earliest to unearth the truth behind the assault case. None of the culprits should be released on bail before the completion of the enquiry, it said. The Society also lauded the organizations, general public and GBs who extended cooperation to the district administration and police in nabbing the culprits.

Gadi attend valedictory function of Tirbin School Week

AALO, Dec 04: Parliamentary Secretary Gojen Gadi has announced Rs. 40 lakh from SPA for complete renovation of the boys’ hostel and fencing the boundary of Govt. Hr. Sec. School, Tirbin.

Attending the valedictory function of the School Week, Gadi disclosed that DPR for the 150-bed double storied Girls Hostel has already been submitted and it is under process for approval by the Ministry of Tribal Affairs.

He also informed that the construction of Rostum, VIP, Public Gallery and extension of existing football ground of Tirbin are going on with fund sanctioned from MP and MLA LAD.S.

Computerization of PDS

AALO, Dec 04: The end to end computerization of PDS and submission of data base of APL/BPL/AAY and Annapurna beneficiaries has been launched in West Siang District as per the directive of Supreme Court of India and Govt. of Arunachal Pradesh. The DFCSO West Siang District Aalo, CW. Chakhap disclosed that unless the database is submitted in due time, the monthly allocation of food grains is likely to be affected. He appealed all concerned beneficiaries of APL/BPL/AAY and Annapurna to submit their detail reports of the beneficiaries latest by December 20, 2012. DIPRO

 

Army recruitment rally in Tezu

TEZU, Dec 04: The Army Recruitment Rally for Soldier (General Duty) started at Jubilee Ground here yesterday.

Over 1000 youths from Lohit, Anjaw, Lower Dibang Valley, Dibang Valley, East Siang and Upper Siang districts turned up for the rally which was flagged off by Brigadier Ranvijay Singh, Deputy Director General Recruiting (North East States).

In his speech, the Brigadier Singh made in clear that selection of candidates would be purely on merit basis and full transparency would be maintained in the selection process. He exhorted the youths to put in full efforts to get selected.

He cautioned the youth against any false promises of Touts/Agents as they, in no way, can help the candidates get selected since the recruiting process is fully computerized and the selection is made by the Selection Board.

Mystery surrounds death of young student at Pasighat, police clueless

ITANAGAR, Dec 04: The mystery behind death of a college student Nani Tama whose body was found buried under sand on the bank of river Siang, at Pasighat has left everyone baffled. Late Tama, aged 19, was a student of Union Christian College, Shillong and a native of Ziro town. He was on a shot vacation to Pasighat to meet his elder brother who works as engineer with PWD highway division there.

The death has left many question unanswered as Tama was new to Pasighat town and as per family source he had no personal enmity with anyone. His elder brother had to leave for hometown Ziro on 26th of November for some family work and had left him in the company of servant.

On 27th November, late Tama informed servant that he is going to market and accordingly left for the market. However, he never returned home. Four days later on 1st December his body was found buried under sand near Raneghat Bridge on the bank of river Siang. A murder case has been registered at Pasighat Police Station (case no. 101/2012 under sec. 302 & 201 of IPC).

When contacted Pasighat police station officer-in-charge Dillip Yosung informed that police is still clueless and is investigating the case with utmost sincerity. “On 1st December some picnic goers while searching for firewood near Raneghat Bridge noticed human leg buried under sand. On being alerted a police team went there and dig out the body of late Tama. It was later identified by his family member.

Earlier his elder brother had complained about him going missing, stated OC Yosung. He further added, “We are looking out at every possible angle and at this juncture it’s too early to say why he was murdered and who did it? The post-mortem has been done and investigation has been launched in large scale.”

The oldest town of state, Pasighat, in recent days has witnessed increase in criminal activities. According to the citizens of Pasighat the weak administration is one of the major reasons for rise in criminal activities. “Drug addicts loiter around the town and creates law and order problem. There are many cases of these addicts looting passerby especially during night time. The police never get tough on these anti-social elements. Even if any criminal is arrested they get bail so easily,” informed a citizen of Pasighat.

The rise of crime graph across state is worrying the people of Arunachal Pradesh. Majority attribute this rise to the patronizing of criminals by politicians and also inability of police to act tough against criminals.

The death of young soul Nani Tama is indeed a big loss for tribal community of state whose population is very low and Pasighat police has big task of giving justice to the departed soul and his grieving family member.

 

 

Demand for an independent assembly secretariat in Arunachal Pradesh

ITANAGAR, Dec 04: The demand for an independent assembly secretariat surfaced in Arunachal Pradesh today with Speaker Wanglin Lowangdong pleading the state government to execute the ‘Constitutional Scheme’ in accordance with Article 187 of the Constitution.

“If we adhere to the constitutional scheme, the government departments will no more be burdened with the work relating to the assembly secretariat,” Lowangdong said during an interactive meet with legislators and officials on Independence of Arunachal Pradesh Legislative Assembly Secretariat at the assembly premises today.

He said, the assembly secretariat if provided independence would be exclusively responsible for its activities to the comptroller and auditor general of India and the courts. Moreover, the speaker and his officers would be able to perform their functions with more speed and efficiency, he added.

“The ignominy caused to the office of the speaker by scrutiny done by junior officers in government departments or ministers concurring and approving his proposals will be erased and the Constitution and its ideal will stand complied with,” he pointed out.

The speaker informed that in order to extricate the assembly secretariat from the current morass of constitutional defeat, he was intending to initiate few steps including, framing of recruitment and conditions of service rules, strict enforcement of Rule 172 (3) of the Rules of Procedures, office memorandum laying down procedures, establishment of a separate pay and accounts office in the assembly and to constitute an empowered committee to effectively pursue the goal with deputy speaker Jomde Kena as its chairman.

The North East Regional Commonwealth Parliamentary Association in its 13th annual conference here last year resolved to urge the state government to comply with the constitutional scheme of Independence of Arunachal Pradesh Legislative Assembly Secretariat. PTI

 

 

CM assures support to BSG, NCC

activities in state

NAHARLAGUN, Dec 04: The Bharat Scouts & Guides, a world-wide voluntary organization launched in 1907 by Lord Baden Powell in UK and by Mahatma Gandhi in India in 1909, could channelize youth energy for the greater welfare of the humanity, said Chief Minister Nabam Tuki.

After giving away awards to the winners of the 14th Chief Minister’s Shield Competition Award at BS&G HQs here today, the CM, who was inducted as vice patron of state BSG, exhorted the awardees from all over the state to set their goals with a positive approach and pursue it with discipline, confidence and proper time management.

“Work hard by avoiding all negativities and unionism or killing time in unproductive activities. Mehnat ka phal jindegi bhar ka daulat (The fruits of hard labour is lifelong asset),” an impassionate Tuki said by citing the example of Olympic bronze medal winner magnificent Mary Kom of Manipur, who became globally popular by her unique feat. While lauding the numerous national and global achievements of state BSG since its introduction at Pasighat with 24 scouts and guides in 1948 and Hage Hinda of Ziro taking part in Australian Jamboree to win the President medal in 1965, the CM said that the youth of the state have proved their enormous potential at national and international level even without proper infrastructure, guidance and training. With adequate support they could do wonders to win greater accolades, he emphatically said. The BSG is a human resources pool which could take the volunteers to any height in life if they pursue it with commitment, he said, while assuring all possible support to promote BSG, NCC activities in the state. About 400 vacancies under sports quota is lying vacant and the vibrant sports policy enacted by me aimed at promoting the youth to make them worth citizens of the nation, he reasoned.

Moreover, he dwelt upon the government’s initiatives for channeling youth power through CM’s Youth Development Scheme, Chief Minister’s Livelihood Mission, Employment Generation Council, Arunachal Pradesh Skill development Council and Mukhya Mantri Paryatan Vikas Yojna to instill hope among the youths that they would immensely benefits from the policies with sincerity of purpose and commitment.

Congratulating the winners, the chief minister advised the Scouts and Guides to live up to the aims and objectives of scouting to contribute to the education of young people through a value based to help build a better world to live in.

While responding to a nine-point memorandum, the chief minister gave a positive nod for making Scouts and Guides compulsory in all schools and colleges. He assured to take up the issues of weightage to Rajya Puruskar and Rashtrapati Puruskar awardees in higher and technical education, honorarium for scouters and guiders and participation in international events for the scouts and guides in next cabinet for a policy decision.

Consenting for setting up of a state training centre, the CM said he would request the department concerned to identify a suitable land of 40 to 50 acres anywhere in the state for the purpose. He also announced Rs 10 lac for organizing Jamboree (a mega state event for Scouts and Guides) in the state for the state BSG volunteers to get exposure.  

Speaking as guest of honour, Education Commissioner Ganesh Koyu lauded the BSG participants for their keen interest. The BSG is presently introduced in 350 schools with 19,500 volunteer students and called for promoting the voluntary organization by incorporating more and more students in it from every nook and corner of the state so that the country along with Arunachal Pradesh sees a bright and stronger future.

He advised the volunteers to get ready to take part in national and global event as the present government has been attaching top priority to education sector.

State Chief Commissioner T Taloh and SOC (Scouts) BP Gupta also spoke on the occasion.

 

 

AASSATA reacts strongly to Govt statement

ITANAGAR, Dec 04: All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) today strongly reacted to the warning of the Govt to impose “No work no pay’ policy” if the SSA teachers do not call off its strike.

“As an intellectual organization of the state we are deeply hurt by such threatening statement without any reasonable ground when we are launching a democratic movement in a civilized way in favour of our demand to fulfill the assurance for one go regularization of 2003 batch SSA teachers,” said  AASSATA in a release.

The Association urged authority concerned to observe, examine and trace out the reason as to why these organizations go for such an extreme step against the Govt. It urged the Govt to respond in constructive way and find solution. “We are not in a position to digest this kind of ill-treatment meted out to us from concern authorities instead of searching for immediate solution to redress teachers’ grievances,” it said.

“We are fed up with assurance through media and in verbal and public meeting from all the responsible authority of the state,” it added.

The Association said the High Power Committee has failed to submit its report to state Govt even after repeated pursuance and appeal from CEC ATA  several times. The agitation is being launched for being ignored, deprived, neglected despite being assured, the Association said adding “the department head are playing politics of appeasement in between the Govt and SSA teachers without seriously taking care of the SSA teachers plight.”

Teaching fraternity of the state especially SSA teachers urged the authorities concerned to sit together and find out solution, rather than repeated warning through media ‘which may invite more complicated problems in between the SSA teachers and state Government and the ultimate sufferer will be our students community.’

The Association appealed the concerned authorities and state Government to consider the legitimate demand immediately “so that our democratic movement may come to an end automatically for smooth running of the school.”

 

 

Pare Rangers beat Gorkhas in first semifinal

ITANAGAR, Dec 04: Pare Rangers beat the Gorkhas by 41 runs in the first semifinal of the 3rd Yaja Waii T20 Cricket Championship at General Ground Seppa today.

Electing to bat first after winning the toss Pare Rangers set a challenging target of 144 runs in 20 over.

The partnership of Akhilesh Sahani and Takar Paja made 63 runs. Techi Neri also contributed valuable 24 runs to team’s total.

Vinay Rai and Bishnu Chetry took 3 wickets each.

Chasing the target, the Gorkhas were bundled out for 102 runs in 17.5 over. Dependable batsman Raj Hussain made highest 30 runs with help of 3 fours and a six. Ravi Sonar and Suraj Rai scored 27 and 15 runs. Barring the trio, none of the Gorkhas batsmen reached the double figure.

Akhilesh Sahani took three wickets and conceded 24 runs in his four over. Licha Techi also claimed three wickets and conceded 22 runs in 3.5 over.

Sahani was chosen for man of the match award (of Rs.5000) sponsored by Anuk Liyak, PRO, M/s Melo Enterprise, Seppa, for his all round performance.

 

 

Begi returns with rich experiences from tri-nation visit

ITANAGAR, Dec 04: Director, Higher & Technical Education Dr. Joram Begi returned here after a 40 days visit to USA, Canada and Guatemala.

The main objective of his visit was to explore and understand the world’s best universities, academic institutions and establish academic collaborations to bring Arunachal Pradesh in the forefront of global scenario. Apart from this, he had an opportunity to interact with elders of the Maya Tradition of Guatemala, one of the oldest pre-Colombian civilizations surviving till today in spite of Spanish invasion and continuous suppression. It was a great learning example to preserve and nurture one’s own traditions and cultural heritage.   

Dr. Begi’s presentation on local community’s contribution in maintaining rich bio-diversity in Arunachal Pradesh was well received in Patel Institute of Global Sustainability, University of South Florida (USF), Tampa. It resulted in forging collaborations with the Patel institute that opened new doors for the faculties of technical institutes of Arunachal Pradesh to work with the faculties of world’s best universities, including USF and NIIT Madras (India). His discussion with Alison Prince-Rom, Director, Center for Global Advancement and Internal Affairs, Rutgers State University of New Jersey has triggered new avenues for future possible collaborations to send Arunachalee students who would like to further their studies in International Affairs.  

Dr. Begi also visited world ranking universities like Berkely University and Stanford University California that produced highest Nobel laureates. He was also successful in building collaboration for RIWATCH and other academic institutions of higher education of Arunachal Pradesh.

During his visit to Antigua in Guatemala, he interacted with Mayan elders Tata Alejandro, Tata Camaja and Elizabeth Aurajo.  The Mayan culture mostly flourished from the third to the ninth century. The Maya civilization is credited with the building of truly awe-inspiring temples, pyramids and well planned cities. They are known to have developed and thrived within a complex social and political order. Many of the remnants like Yaxha and Tikal reveal that the Mayan culture excelled in many different fields, and the modern world is still unearthing testaments of their achievements. Today descendents of the ancient Maya account for more than 50 percent of the populations of Guatemala. Their culture is still vibrant and thriving. Traditionally dressed women and children in the entire country are a great show of their association with and pride in the ancient Mayan civilization.

While returning Dr. Begi, said without hesitation that “It is learning from example and Arunachal needs to learn to protect and preserve their culture and traditions”.

In Canada, he visited Gondola Park and the places where G8 Summit was held. It was a frozen cold with -5 degree temperature. But still there was life as if everybody has adopted the life in extreme weather conditions. He says, “If anything is to learn from the West is the cleanliness, sincerity towards one’s work and respect for law.” said a press release of RIWATCH.

No education is complete without sports: Mein

ITANAGAR, Dec 04: No education will be complete without knowledge of sports and games, said Minister for Finance, PWD and Planning.

Inaugurating the second Samdrishti Utsav 2012at Boum Kakir Mission School, Midpu yesterday, Mein said sports help a child to be friendly, healthy and physically fit.

Mein advised the students to inculcate in them the philosophy of ‘Samdrishti’ which means all are equal. This will help you to become a balanced person in life, he said. He asked the students to strictly maintain discipline and try to excel in their chosen field of activity through hard work. He cited the examples of Sachin Tendulkar, Saina Nehwal, Mary Kom, who have achieved the pinnacle of success through hard work and determination.

Mein also informed the students about adoption of a pragmatic sports policy by the state Government wherein the medal winners in the state, National and International level tournaments will be rewarded handsomely besides provision of 5% job reservation (10% in police deptt) for them.

The Minister advised the students to abstain themselves from drugs usage which may ruin their lives. He also advised them to create mass awareness on HIV/AIDS to prevent the disease from further spreading as prevention is the only answer since there is still no cure for the disease.

Nine schools, including Don Bosco School Nonpu, Govt. Middle Schools Emchi, Rono, Mani, Govt Secondary School RGU Campus, St. Thomas School Emchi, Doni Polo Mission School Sagalee, Dawn Lit Public School Rono, Maharishi Vidya Mandir, Amba and the host school are participating in various cultural, literary and sports events.

 

 

DRDA governing meeting held

ZIRO, Dec 04: Lower Subansiri Zilla Parishad Chairperson Likha Tongum emphasized on cooperation and coordination among all the BDOs and the PRI members of each CD-Block for effective implementation of centrally sponsored schemes and speedy development in the district.

He also requested all the PRI members to educate themselves well with all the acts and provisions concerned with CSS like MG-NREGA, SGSY, IAY, IWMP etc, so that monitoring on their part can be more effective. Political differences should not be a reason for delayed developmental activities, he added. He also requested the DRDA draft AOP to be supplied in advance to enable detailed and effective discussion in ensuing meetings.

PD, DRDA Hage Lailang called upon all the scheme implementing bodies for proper documentation and submission of utilization certificates on time since CSS are performance based and demand drive. He also presented the financial achievements of DRDA for the year 2011-2012.

Nending Chatung, SDO also spoke on the occasion. He emphasized on physical achievements of various scheme.

Workshop cum-training on handling of FTK

ITANAGAR, Dec 04: Lower Dibang Valley District Water and Sanitation Committee, Roing under PHE & WS Department conducted Workshop-Cum-Training on handling of Field Test Kit (FTK) on Sustainable Drinking Water and Sanitation on Nov 27. All PRI leaders, teachers, ASHAs, Aganwadi workers and public of Roing Block attended the programme which started with workshop in morning session where guidelines and provisions in National Rural Drinking Water Programme (NRDWP) and Nirmal Bharat Abhiyan (NBA) were elaborately discussed.   

In the key note address, Er. Subat Pertin, EE informed the house that under NRWDP guideline, the Union Ministry of Rural Drinking Water and Sanitation provides fund for creation drinking water supply assets for village and the state PHE department uphold the responsible implementation and bulk transfer of drinking water up to treatment plant or bring it to door step of village. From there, in-village water supply shall be taken over by PRI/VWSC of the village and responsible for up keeping, maintenance, water connection, levy of user charges lies on their preview. Further, he informed the gathering that as per guideline, PRIs are custodian of the assets created under NRDWP and NBA.

A Wangsu, Consultant (San) highlighted salient features of NBA and also informed that NBA is nothing but revised of TSC Programme and extension of scope of components of TSC programme. This programme is aiming to prevent spread of diseases related to water and sanitation. A. Wangsu asked the beneficiaries to stick to positive mindset instead materialistic benefit. The new rate of low cost sanitation and sources of fund from other head are also explained.

Er. M. Linggi, AE informed the gathering about the role of PRI and VWSCs. PRI leaders are instrumental for successful implementation of NRWDP and NBA. They must come forward to initiate these programmes in accordance with laid down guidelines. Ame Linggi Anchal chairperson, Roing block in her speech requested the PRI leaders, ASHAs and Anganwadi workers to remain vigilance on water quality, NRWDP & NBA and to extend maximum cooperation whenever the PHED and VWSC organizes such programme in the villages. She stated that at present the village level Gram Ganchayat Institution is not in position to take up the water supply system due to various local socio -economic problem. She urges the department to suggest an alternate way regarding handing over of water supply system to VWSC or PRI’s.

A.Pertin, SDO cum-District Panchayat Development Officer, Lower Dibang Valley District urged PRIs to be assertive to play the role in developmental activities. PRI leaders are the key player for successful implementation NRWDP & NBA which could be people centric and oriented. He suggested that the handing over of village water supply be done in phase-wise.

During training session on Field Test Kits (FTK) 30 VWSC members consisting of PRI leaders, ASHA, Anganwadi workers and teachers of 10 Gram Panchayats were trained with FTK by P. Perme, Lab Assistant. After completion of successful training, each GPC was given the FTK to monitor the quality of water in their respective Panchayat, according to an official release.

 

 

Talom Rukbo Indigenous Youth Festival 2012 concludes

DAPORIJO, Dec 04: The 4th Talom Rukbo State Level Indigenous Youth Festival 2012 concluded successfully here yesterday with resolve to protect, promote and nourish indigenous faith and culture of the state.

The festival saw the participation of about 2500 delegates from all the 17 districts, who actively took part in various events, like traditional folk dances, folk songs, indigenous musical instruments competitions, traditional sports competitions etc.

Dibang Valley district bagged the Tage Dibu Cultural Trophy while the trophy for the ‘Most Disciplined Team’ was won jointly by Anjaw and Loht districts. The titles for Mr and Miss IFCSAP went to Sago Boje and Moni Ado, both from West Siang district. Upper Subansiri bagged highest number of medals in sports.

The District Health Society also organised a baby show competition during the festival.

The Inaugural Ceremony on December one was attended by Governor General J. J. Singh, who called upon the youths of the state to build a society that they all would always be proud of.

“The youth have a role to play in addressing social issues, including eliminating evil social customs, contributing to India's economic development, participating in its political life and living up to the high standards of India's ideals and values,” the Governor said. He advised them to stay rooted to good age-old traditions and inculcate in themselves a sense of discipline, a spirit of tolerance, a quest for knowledge, a positive mind and respect for fellow human beings to meet the future with confidence and fulfilling the dream of modern India.

Sahitya Akademi Awardee Mangal Singh Hazowary called upon the youth to have faith in the God and respect others’ faiths and religious beliefs. Hazowary asked the indigenous youth to maintain work culture and advised them to judiciously utilize their time.

Chief Patron of the festival and Minister Tanga Byaling urged upon the youth to inculcate discipline and shoulder responsibilities to lead the society towards a better tomorrow.

A seminar was conducted on the second day in which discourse on Role of youth in nation building, Indigenous faith and religion; its importance, Donyi-Poloism, and bathoism were held. Atul Jog of Kalyan Ashram (NE), Ramesh Babu of Kalyan Ashram (NE), Tajum Tassung of Donyi-Polo Yelam Kebang, Pasighat and Mangal Singh Hazowary of Bathu Faith took part in the discourse.

A Priest discourse was also conducted on the concluding day in which 7 priests from different tribes and places participated. All the priests emphasized on the recognition of priesthood and spoke on the need to provide incentives to priests so that the coming generation too would be interested in learning and preserving the age-old traditions.

The closing ceremony was attended by Upper Subansiri Deputy Commissioner Tahang Taggu, North East Janjati Faith Culture Protection Forum president BB Jamatia, MLA Tapen Siga and rank and file of IFCSAP.

While addressing the gathering, Taggu lauded the hard work of one and all involved in making the festival celebration a smooth and successful one. He dwelt at length on the contributions of Talom Rukbo in preserving and promoting the indigenous faith and culture of the tribal people of the state. He appealed all to take inspiration from him and strive for the preservation of their own faiths and culture.

BB Jamatia, in his speech said that our age old faiths and beliefs are intrinsic and inseparable part of our life. Our identity will be saved only if our indigenous identity is kept intact, he said, and lauded the role of IFCSAP in promotion and preservation of indigenous faith and culture in Arunachal Pradesh,

Jamatia also elucidated on the importance of preserving our indigenous faith and culture through documentation for the reference of the future generations.

YD Thongchi, president, IFCSAP expressed his happiness and satisfaction over the successful conduct of the Indigenous Youth Festival and said that all his earlier reservations were done away with, by the hard work and dedication of the members of the IFCS Upper Subansiri, Festival Celebration Committee and the youth volunteers. Thongchi also underlined the need to preserve our indigenous faith, culture and beliefs with the saying ‘Swadharme Nidhanam Shreya, Parodharma Bhayavaha’. Villagers repair Gagur Nalla, restore water supply

RUKSIN, Dec 04: Over 300 villagers, including elderly persons of Ralung, Ngorlung and Linka villages under Ruksin circle have rendered physical labour to restore normal water flow in the Gagur Nalla, a Minor Irrigation Channel (MIC).

The last wave of flood damaged Gagur MIC with knee-deep siltation resulting in acute shortage of drinking water in those villages. Surging water of Sille river washed away the protection walls constructed in river bed and buried it down with mud and sand-gravel.

The channel, through which drinking water is supplied from Sille River, is indispensable for those villagers as water to their paddy fields is also supplied through this channel. It was constructed in 2000 by then Pasighat West MLA from his LAD fund.

The Ruksin Anchal chairperson Ojing Aze informed that the state government granted Rs 2 lakh for renovation of Gagur MIC and another Rs 2 lakh for repairing of the channel. But the fund was not adequate to restore water supply through the channel. They undertook the task after observing that removal of the silt from deep channel bed was impossible through engine excavator and restored water supply today, after a three-day hard labour. They also erected a boulder wall across the river to push the natural water by elevating the flowing level.

It is worth mentioning that another water supply channel-Sogo Nalla, which is connected to a ground tank at Ralung village and supply drinking water to Ralung, Ngorlung, and Ruksin villages, was also damaged during the late flood. But it was recently repaired by government.

The villagers criticized the PHE department for not maintaining the MICs that are used as drinking water sources. They allege that the authority pretending progress of Ledum Mega Project is not maintaining the channels and water pipelines installed earlier.

 

 

Meeting on Microfinance Vision 2011 held in Tezu

TEZU, Dec 04: Lohit Deputy Commissioner RK Sharma emphasized on sustainable Self Help Groups (SHGs) comprising hard-working and sincere members in the District Level Monitoring Committee meeting under Microfinance Vision 2012 at his Conference Hall here today. The meeting was convened to discuss implementation and achievements of various schemes/projects under Microfinance Vision (2011) in the district under Women and Child Development Department.

The DC cum Chairman said the Government of India through Microfinance Vision targets the women folks to make them self sufficient and economically independent. And, since the State Government has set a target of forming 50,000 SHGs, it is our responsibility to increase the number of SHGs in our district, he said.

To achieve the objective of the Vision as well as the set target, he asked the nodal department (ICDS) and its nodal officers to work towards the goal.

Narrating some success stories of SHGs in Mahadevpur and Namsai, he encouraged the SHGs to take up piggery, poultry, candle making or any other income generating activities for self reliance. He suggested for selecting the right kind of activity and marketing of their produces before forming a Group.

The DC said that success of this Vision depends upon the coordinated efforts of public leaders and the concern officers. He advised the CDPOs to include public leaders of the concern areas for effective conduct of the program.

After discussing some practical problems, like opening of bank accounts etc, the DC suggested that CDPOs should be included in District Level Consultative Meeting of Lead Bank and assured that he will write a letter to the bank to open a counter in a week for the SHGs. He also assured infrastructural assistance, if required.

There are 105 SHGs in total in Lohit district under Microfinance Vision. The DC appreciated the department for its remarkable achievement.

Oling Lego, in-charge Project Director, DRDA also suggested the SHGs to take up poultry and engage in vegetable market.

ZPM Sunpura stressed on transparency and easy communication amongst the group members. He also suggested that the concern officers should visit and monitor the sctivities of all the SHGs under their jurisdiction, if possible.

Deputy Director, ICDS Geyum Amo informed that training programmes are being organised in Tezu and Namsai for formation of Self Help Groups.

As per the Status Report received from Projects regarding formation of Self Help Group, its activities, bank linkages etc under Midrofinance Vision-2011, Tezu ICDS Project has been able to form nine SHGs, Wakro ICDS 14, Namsai 54 and Lekang 28.

Workshop on sustainable sanitation

TAWANG, Dec 04: A block level awareness cum workshop on “sustainable sanitation and management/monitoring of drinking water quality and role of PRIs was organized by Public Health Engineering and Water Supply division, Tawang as a part of NRWDP support activities at Jang Indoor stadium for the PRI members of Jang-Thingbu block.

Highlighting the purpose of the workshop, Bharat Sonam, Assistant Engineer, Jang, explained about the Village Water and Sanitation Committee (VWSC) and its components, the noble initiative of Govt of India in the form of Total Sanitation Campaign (TSC) which has now been re-cherished as Nirmal Bharat Abhiyan (NBA) and the role of PRIs in achieving sustainable sanitation and management of village drinking water supply.

He informed that a Gram Panchayat (GP), which achieves 100% coverage in individual household latrine, school and Anganwadi toilets would be awarded Nirmal Gram Puraskar (NGP) and urged the gathering to gear up for award. He further disclosed that the assets created under drinking water supply through NRWDP would be subsequently transferred and handed over to the respective PRI for operation and maintenance after imparting proper training to them for which they should get ready to take over the village water supply assets created by PHED.

G Ete, Consultant (M&E cum MIS) through PowerPoint presentation elaborately explained on how to plan, implement, operate, maintain and manage water supplies to ensure their sustainability.

Dr. Rinchin Neema, Medical Officer, PHC Jang spoke on different types of water borne disease and advised the gathering to maintain personal hygiene.

Chandan Chatterjee, Junior Engineer, explained on concept and component of water, sanitation and health linkages on the environmental point of view, while Tadar Kasung, Junior Engineer, explained on different types of low cost sanitation toilet through PowerPoint presentation. He elaborately explained on how to construct, cost involvement and their sustainability, while stressing the construction of pour flush toilet.

Jang-Thingbu Block, Anchal Chairperson Pasang Lhamu asked the participants to know and identify each other’s role in such a noble programme, which would benefit all household of Jang-Thingbu Block.

Sangey Chotten, Laboratory Assistant, PHE & WS sub-division Jang gave demonstration on how to use field test kit (FTK) for testing water quality.

An essay writing competition on the topic “Sanitation in Rural Areas.” was also organized by PHE & WS Sub-Division, Jang as a part of the awareness campaign. As many as 20 students of the various schools of Jang circle took part in the competition. Sanskriti Thakur, Thupten Thingley of Siddharth Public School Jang and Dorjee Norbu of Govt.Secondary School Jang stood first, second and third position.

The programmes were also attended by all PRI leaders and members, public and Government officers and officials of the other departments.DIPRO

 

 

Krishi Expo and Kisan Mela-2012

ITANAGAR, Dec 04: The first Arunachal Krishi Expo and Kisan Mela-2012 would be organized at Indira Gandhi Parkhere from December 12 to 14.

Dr. Charan Das Mahant, Union Minister of State for Agriculture and Food Processing Industries will attend the closing ceremony of the program on December 14.

Organized by Agriculture & allied departments, GoAP with support from union Ministry of Agriculture, the Krishi Expo and the seventh Kisan Mela would be inaugurated by the Governor of Arunachal Pradesh on December 12 and

Major highlights of the three-day programme, include launching of Arunachal Chief Minister’s Agriculture Mechanization Programme, Farm Machinery Demonstration, Orange, Kiwi and Flower show cum sale of various organically grown value added farm produce, Farmer-Scientist-Trader-Processors interface, exhibitions showcasing latest innovations in Agri, Horti, Livestock, Fishery  sectors etc.

Farmers from all over the state as well as of neighboring states and over 100 public and private sector organizations are expected to participate in the Expo.

A large number of public and private sector organizations, including Ministry of Agri, GOI, ICAR, NERIWALM, FMTTI, NIS&T etc., local entrepreneurs, NGOs, SHGs and progressive farmers are putting up 300 Exhibition cum Sale stalls. Arunachal Pradesh Agriculture Marketing Board is going to depict “Green Hub” concept and sell value added organically grown farm produce in the brand name of “Taste of Arunachal”.

Preparation for the 3 day-event is going on in full swing with logistic support from Forest, District Administration, Power, PHE, APP & State Fire service and other organizations.

 

 

 

 

15th July : Darkest day of APC’s 30 years long journey

The celebration of 30 years of APC started on the eve of National Press Day on 16th November 2012 and concluded on 3rd December 2012 at Banquet Hall, Itanagar. As a part of celebrations, various important events like debate and photography competitions and photo exhibition on history of both print and electronic media in Arunachal were organized and media district outreach programme was successfully  conducted by young journalists of the state headed by Taba Ajum, President Arunachal Press Club (APC) and Azing Pertin, APC Vice-President. They deserve appreciation for their tireless efforts to make the celebration a grand success. I do sincerely congratulate Taba Ajum, Azing Pertin and their team members for their dedication shown during last two months for successful celebration.

Seeing their zeal, enthusiastic and dedication, I can now proudly foresee a new wave of journalism is coming up to awake and promote the state towards development in real sense. I wish everyone who are in the helm of affairs should at least try to maintain transparency so that everything could be reaching to common people through media in transparent manner and this way each department’s nodal officer/ PIOs will have less work load in RTI matters.

Like every year on National Press Day celebration, this year too CCRD Naharlagun headed by Moji Riba, who is also Assistant Professor, RGU, collaborated in the celebration of 30 years of Arunachal Press Club with APC and APUWJ by organizing debate competition, arranging photo exhibition on history of media in Arunachal Pradesh, also conducting photography competition which was very successful. I owe my sincere gratitude to him and his team members.

The 30 years long journey of Arunachal Press Club from 1982 onwards has not being done by any single person. It is a collective effort which enables a non-stop long journey of 30 years. I salute P B Dasgupta, the then PTI manager and his colleagues UNI manager who founded the then Itanagar Press Club way back in 1982. Thereafter Pradeep Kumar Behera and V Ravindran, both of them are senior journalists, who joined Echo of Arunachal Pradesh, the first paper of Arunachal Pradesh in 1988, who are still with us, it is great proud of all of us media fraternity of Arunachal Pradesh.

Next entries in media in early 90’s were also immensely contributed in the growth of journalism in the state. Several journalists who joined us  and later took exit after having been better option for their career also contributed in the growth of journalism of this state. The return of senior journalist like A Bengia in this profession after a couple of years is quite encouraging for the Press fraternity of Arunachal Pradesh particularly to young journalists.

As per as my observation, there has been many sweet and sour times during the 30 years of long journey. However, each journalist puts their best at different point of time in upholding, somehow, the  flag of journalism flying high in the state. During the course of time a new team of young journalist have entered into the scene which makes me to anticipate more better time than our older days for Arunachal state in journalism point of view and I wish them all the best.

Not only this present team will be on the dock but many more young journalists are already in  queue to join this profession. Who knows ! Persons who vandalized media houses and physically assaulted media persons may one or other day will come to know that even their daughters and sons are also joining this challenging profession. Only then, they will come to know the importance of journalism for larger interest of the state and its people because no one can underestimate the power of time.

The darkest day of 30 years long journey of Arunachal Press Club is 15th July 2012. On this day Tongam Rina, Associate Editor of Arunachal Times, was shot at by unidentified miscreant from a blank range which shook entire state and its people, particularly the media people in this state.

The brightest day was on 22nd November. On this day Tongam Rina was honoured with the Laadli Media Award 2011-12 for gender sensitivity in an august function in Kolkata. The citation said that “Tongam is today recognized as of the dependable voice of political and development analysis, largely through her popular column ‘”Ring Side view”.

The most tragic year of the 30 years long journey is the year 2012 wherein several vandalism on media houses and physically assault on media person took place throughout the year.

The most eventful year of the 30 years long journey is also the year 2012 wherein the 5th daily paper of the state – ‘Eastern Sentinel’, 6th daily “ The Independent Review” and 7th daily paper “ The Arunachal Pioneer” have come up in this tragedy-hit year 2012 which strengthened the growth of media in the state. At the same time a local television network namely the ATV and another weekly news program on current affairs called “Arunachal Weekly” have also come up in 2012.

The happiest occasion ever I observe is the celebration of 30 years completion of Arunachal Press Club with effect from 16th Nov to 3rd Dec 2012, which has sent a louder message on role of media to the state and its people. It has been organized by young journalists of this state, some of them are just entered in this profession. I once again congratulate Taba Ajum and Azing Pertin and their team members for their month long tireless efforts.

Most encouraging words, ever I heard, have been spoken to media persons on eve of National press day celebration on 16th Nov 2012 by Nabam Tuki Chief Minister of Arunachal Pradesh at Banquet hall, Itanagar are as follows “When the going gets tough, the tough gets going“. He said journalist are like soldier and they must be tough and tough times should toughen them more and asked them to be more vigorous, energetic and determined.

Equally, the incidents of vandalism and attack on media people in the state seems “going gets tough.” Here his Govt should ensure “the tough gets going fairly to deal the persons responsible for vandalism and attacking, we media fraternity would like to say Govt is like a protector and chief minister must be tough and tough times should be toughen him more. We urge him to be more rigorous, energetic and determined.

Woes of Kadu (Loklu) villagers

Dear Editor,

Through the columns of your esteemed daily, I, on behalf of the  Ramle Bangoo Welfare Society (RBWS), would like to highlight various problems faced by the people of Kadu (Loklu) village due to lack of good road connectivity, electricity, telephone facilities and shortage of teachers.

While interacting with the villagers during our visit to the Kadu village on Nov 23, we came to know that  the villagers are deprived of electricity due to low quality/faulty transformer installed at Kadu (Saku) village which needs to be replaced with good quality transformer to mitigate the problem at the earliest. The Kakki (Sipu) village which is nearer to Rina hydel project is also facing non-connection of electricity for the reason best known to concern department.

During our visit to the Kadu (Loklu) village, we have also handed over Rs fifty thousand only to the fire victims as immediate relief. But it is unfortunate that due to non-availability of telephone facilities at Loklu or Saku village the public of Loklu village had to complete 15 km of foot march upto Rami (Koyu) headquarter to inform the administration about the fire accident. So the public of the area requested for early construction of BSNL tower in the Upper Ramle-Banggo area.

While extending our sincere thanks to district administration for providing financial assistance to the fire victims, we request the administration and state Govt as a whole to provide sufficient relief assistance to fire victims and to properly rehabilitate them and pay ex-gratia to Lt Mintem Kadu’s family at the earliest. Also our sincere thanks goes to Galo Students Union, district unit Pasighat RBWS and other well-wishers for donating cash and kind for fire victims. Similarly, we extend our heartfelt thanks to Ninong Ering, MP and Union minister for sanctioning five lakh from his MPLAD fund as flood assistance in Upper Ramle Banggo area.

Regarding road connectivity, we request the PWD to repair the dilapidated Ledum-Korang road and the replace the  bailey bridge constructed over Dodu river way back in 1989-90 at Reme camp. The bridge is now on the verge of collapse.

More assistance for Myanmar's displaced

Some 36,000 people displaced by sectarian violence in Myanmar’s Rakhine state will benefit from an additional $5.3 million in assistance provided by the United Nations Central Emergency Response Fund (CERF).

The funds will enable five UN agencies and their humanitarian partners to carry out activities in health, nutrition, shelter, water and sanitation and food.

The north of Myanmar's Rakhine state has been the site of inter-communal violence over recent months. The violence that began in June with clashes between ethnic Rakhine Buddhists and Rohingya Muslims eventually led the Government to declare a state of emergency.

That bout of violence reportedly left at least a dozen civilians dead and hundreds of homes destroyed, while internally displacing some 75,000 people. Since then, at least 89 people have been killed and 36,000 displaced in the wake of a renewed upsurge in violence, beginning in late September, which also left more than 5,300 houses and religious buildings destroyed, according to UN estimates. Many have moved to Bangladesh's Chittagong district, across the border.

The World Food Programme (WFP) said CERF funds enabled the agency to rapidly step up its operations with emergency food assistance to all 36,000 newly displaced people.
